When the City of Littleton first started to plan for the future of the city, they created The Envision Littleton Comprehensive Plan (“Comp Plan”).
This Comp Plan was adopted by the City of Littleton on October 15, 2019, to guide future development, redevelopment, and community enhancement efforts through 2040. It is intended to take our community to a new level in terms of livability and tangible accomplishments.
Each section of the Comp Plan identifies Key Issues and Considerations, Goals, Policies, and Actions that we use to guide us on the right path to address the city’s housing issues and provide more accessible housing options for a wider range of people in Littleton.
When it comes to housing, we are particularly interested in the section on Land Use and Community Character and Housing and Neighborhoods.

Here are a few highlights relevant to our efforts to bring more and diverse housing options to Littleton:
- Goal and Policy H&N1: The Need for a Variety of Housing Options to Make Living in Littleton Attainable to a Wide Range of People
- Goal H&N 2: Appealing Housing Choices for Families
- Policy L&C3: create a regulatory framework that encourages development of diverse and attainable housing options in Littleton in terms of type, size, and cost to buyers and renters
- Policy H&N 5: Support Development of Residential Options that Support Aging in Place
- Policy L&C6: Recognize and promote land use and development decisions that further community objectives for reduced traffic congestion, more pedestrian and cyclist-friendly design, and expanded and viable public transit options
- Action H&N 7: In Coordination with SMHO, Improve the Understanding of LIHTC Developments
- Action H&N 8: Place Greater Focus on Home Ownership Resources
- Action H&N 12: Seek Input from SMHO and other Real Estate Representatives on City Development Regulations and Standards
- Action H&N 16: Work with Local Non-Profits, such as Habitat for Humanity of Metro Denver, to Increase the Supply of Affordable Housing
- Action H&N 17: The Littleton Housing Study, SMHO’s Requested Update, and Key Findings
- The Comp Plan identifies a housing shortage of 6,550 units
